Principal

Thomas is a graduate of Lehigh University where he obtained his bachelor of Science degree in Civil Engineering in 1994. Upon graduating, Thomas was employed at a small consulting firm for approximately two (2) years where he designed residential subdivisions, site plans for retail and residential developments and assisted with the design and construction of residential septic systems. He also worked at a large engineering firm for approximately one (1) year in their water resources department designing water treatment plant facilities, water distribution systems and sanitary sewer forcemains. The majority of his career was spent at a prominent civil engineering consulting firm that specialized in land development designing projects ranging from 1/3-acre sites to multi-acre tracts inclusive of all aspects of the entitlement process. While performing as a project manager, Thomas provided complete oversight of multiple projects inclusive of engineering design, agency permitting, financial management and construction. These projects consist of a variety of market sectors including banking, commercial and medical office, educational, hotel, industrial, residential, retail center, retail petroleum, mixed use, restaurants and storage facilities. During his career, he has successfully developed strategies and designs consistent with the client’s goals and expectations to deliver complete design documents within the proposed budget and timing. 

During his prior employment, part of Thomas’ responsibilities were to review the company’s design documents with a critical eye to improve quality and to value engineer the design prior to construction. These skills allow him to provide his clients comprehensive designs that are both functional and cost effective. 

Thomas is also a Certified Municipal Engineer (C.M.E.) and has performed municipal engineering services including the design of roadway reconstruction/resurfacing projects, infiltration and inflow investigations and other capital improvement projects as needed. Additionally he provided construction oversight, reviewed submissions for Planning Board and Zoning Board of Adjustment applications, issued comment letters for the respective Board members consideration, reviewed Plot Plans for residential applications and other services requested by the municipality.

During his career, Thomas has gained extensive permitting experience with local Planning Boards and Zoning Boards of Adjustment and the New Jersey Department of Environmental Protection (NJDEP) divisions including Land Use (freshwater wetlands and flood hazard area permitting), Treatment Works Approval (TWA), Bureau of Safe Drinking Water (BSDW) and Coastal Area Facility Review Act (CAFRA). Additional experience includes local and regional municipal utility authorities, New Jersey Meadowlands Commission, New Jersey Highlands Council, New Jersey Department of Transportation (NJDOT), Delaware and Raritan Canal Commission and New Jersey County Planning Boards and Soil Conservation Districts. He is a licensed professional engineer and has testified before numerous municipalities.
